The Buy & Burn pool has X28 and ELMNT that is used to buy & burn STAX. When a burn is triggered by a user, the following happens:
Use X28 to buy ELMNT
Incentive fee in ELMNT sent to user
Use ELMNT to buy STAX and burn 100% of it
